Downgrading and units producable

I was wondering what would happen if I got a level 3 stables and researched lc, then downgraded it to level 1.
Would I still be able to recruit lc?

same with all troops

interestingly you can downgrade smithy/hq/market to stop noble production, yet cans till store packets
