increasing merchants?

this is probably a easy question for you more experienced players but I've not been doing this too long and I've been taking my time with it so not got very far.
Can you please tell me what i need to do to be able to increase the number of merchants I have. I only have one at the min. I assume its got something to do with the level of my market but not sure? please help.
