In world 1 on the .net every player has a notebook (link on the main menu bar), here on the .co.uk the notebook is a premium feature, why was it made a premium feature?

It's a premium feature on .net too.... Mind I never played W1 on .net, but every world I've played on .net it has always been a premium feature.
