Hi,

Do scouting reports still show troops that are external to an opponents village?

Scouting reports show external troops if you have the paladin weapon and attack with the paladin with the weapon. This weapon is not available on every world, as on some worlds paladin weapons are not used, meaning they aren't shown at all.
