Ok, just a quick question:

Why can't I see the resources of a villa when I scout it? Just because the settings are disabled?

LOL ^^ Crackas its because the scout setting is set to only see the village troops that are inside the village at the moment you scout them..

So if I upgrade them to level 10, will they be able to see resources?

this. You can't upgrade them and they will only ever be able to see troops in the villa not outside nor buildings nor ressies! Is a world setting which you can find http://uk17.tribalwars.co.uk/stat.php?mode=settings on the link!
