Last night it was even higher, then it was:

Before the change that meant 44 barbs per 100 player villages, after the change it is 38 per 100.

Restart mails will be of no benefit:

<removeNewbieVillages>1</removeNewbieVillages>

makes it so if someone restarts during their BP period their village disappears.
