War Stats

Is there a way to get war stats like the ones you get when you declare, without having to declare war on someone.

The ones you get on TW stats are different and don't include OD against opposing tribes.

Nope only your normal TW stats or you would have to declare. You could check on members OD by going to TWstats and clicking members, a good way to check on points, OD and how active they are.
