Can the army camp be attacked the moment it is placed? Or do troops have to arrive first?

You can just attack it.
On World 4 when a Tribe had an Army camp, they sent 6 LC at it when it was made and it was destroyed so I don't think you need the foes to send troops before you can attack, I believe it's like any normal village (in this case) where there are no rules on how you can attack it

I looked back through some old posts and found this from the german tw wiki
Building Site
If a site for construction of an army camp on the map selected, there appears a construction site. At this point, the tribe and the costs of the army camp charged.
As soon as the first own troops arrive at the building site, from the construction site is an army camp.

To construct the Army Camps you can select and chose any site (This is called construction site). Soon as 1st army arrives in the construction site, it effectively turns into Army camp. So its visible and ready to be attacked. Whilst as Construction site can not be attacked.
