You can take over a village using a Noble Man to lower the loyalty. When it's below 0 the village will become yours. The loyalty increases by 1 every hour but you'll decrease the loyalty by 20-35 every time.
To get a Noble Man you'll need to mint a Coin in the Academy. To get an Academy you'll need level 20 Headquarters, level 20 Smithy and level 10 Market.

Just a point...
Barb villages are generally not considered the best targets. They're not an enemy, they're not going to cause you any damage, and by nobling one you're just using up one of your farms. Try and noble active players if at all possible.
