You either need premium account, or Circular mail priveledges.

To send one, go to Mail > Write message > Entire tribe/Duke/Baron/Diplomacy.

Then, write your mail, send it, and it will be a circular.

When I click on mail the drop down reads,circular mail/write message/block sender/address book/groups.so what do i do next,because i've tried everything.

Go to: Write Message, and where it says "Address book, Tribe, Friends" Click on "Tribe" Then select either "Entire tribe", "Duke", "Baron" or "Diplomacy".

It's not too hard to figure out :3

Basically the "Circular mail" part keep a record of every circular mail you've sent.
