Just started playing have bulit barracks but cant recurit do you have to a premium user to play properly?

No, make sure you have enough resources and enough farm space i don't know about this world since i don't play it but you might need to research them first in the smithy.

if i go to the barracks it says i can have up to five spear men so i enter 2 in the box but there is nothing to click if i leave scren it resests

click click box enter 2 then hit enter...or whatever number you want...or click recruit in bottom right of box

Do you need premium to play properly?
No. Building and being a successful player is totally achieveable without prem. Though later on, premium does help a lot. It makes the game easier to play, but dosen't change results ingame, if you know what I mean. When you get to 500 (in UK1 anyway) points, you get premium free for a limited period of time. Then you'll see the difference.
