Noble question

I have 2 questions that hv me a little puzzled.

1 if I kill a noble belonging to the village I send a train at, do I get the discounted cost, I hv only came across this on .net so unsure here.

2 if I noble a village that is building a noble does it continue building ? Like troops do or buildings ?

I'm pretty sure the answer to both of them is no...although they might have changed things on the newer worlds for all I know
