I know of people with 18/18/15 building level 19s so

With the prem account and the flags, sure it can happen. Although I believe it's early to have that high pits even if you build only them with an HQ at 5 or 3. Nevermind, having prem feautures in a limited haul world s@cks anyway.

To get the quest for 5k res you must research LC also.
