2014 - DRC Explodes

UN is displeased with ROC's decision to invade DRC even after the recent events of rebellion. They, however, support ROC's move to allow a vote after peace is restored. These mixed feelings give the UN a hard choice to make. They agree to allow ROC to command the UN intervention of the rebellions alongside Costa Rica and Togo. ROC will retain main control while Costa Rica and Togo will act as subordinate advisors. DRC remains in UN control and will vote for their leaders in one years time. No losses of lives occurred on any side.

Domestic Affairs/Economy - 3.3 billion.

Fishing - 1 billion. ETA 1
I would like a massive fishing port built at Pointe-Noire. It should hold a dock and plenty of storage space to keep hold of tonnes of fish. I would also like ~100 new fishing boats to be built and sent to work; bringing their catch back to the port. Make sure everything is up to date and is as modern as we can afford. All fish should be sold to the people of the country first and foremost in fish shops placed around the country owned by Congo industries.

Tax Reforms.... again. -
Well, it seems obvious that the current Tax reforms are not working therefore after people have managed to accumulate more money recently I will raise the Taxes again.

All Income tax is to be set back to what it was before I came into power. The Minimum wage is to stay.

Corporation tax will rise to 22.5% which is still less than previously, but to keep businesses here and continue to attract businesses then I will offer them decreased land taxation and will sell them plots of land for reduced prices. They will also be eligible to receive low-interest loans to start their businesses off if they are just starting out.

VAT will be risen again to 20%.

Speech to the nation on the subject:
"To People of the Rep. of Congo and Central African republic, I apologise for the further tax changes. I understand it can get confusing and I imagine a few of you are frustrated at the changes but, the government have found ourselves short on money with which we would use to help you as the people. You have had 2 years of increased Wealth, and I am glad that you have all received that, we may well resort back to those tax schemes after time."

Jobs and Homes scheme - 800 million
This is a major new step in rehousing our homeless, and getting everyone on the job ladder. We aim in 3 years to have everyone, who can work, in a job. This is because benefits will stop for those who are able to work but choose not to, those excluded will be: the elderly, disabled, pregnant and with children under the age of 2 who will receive benefits if they do not work.

The Jobs and Homes scheme gives unemployed people the job of building homes for themselves and others. It will be overseen by experienced builders, civil engineers, architects and project managers. The people will receive sufficient training and will move from project to project as they complete the building of flats and houses. This will sort out the housing problem as those who work on the buildings will be reserved a spot in one of the flats on a council flat scheme in which you will pay rent to the government.

Once enough homes have been built to accompany everyone in the nation, then the people will be moved on to other jobs such as railways, flat/home improvements, roads etc... that need doing.

Healthcare - 1.5 bn ETA 2
I would like there to be a massive improvement in healthcare. I will do this by constructing more government run hospitals, doctor surgeries, sex clinics and Pharmacies around the country. Employ more staff and get up to date modern equipment for all of these places and hospitals. Make sure everyone has the proper training. The Sex clinics are there to advise about AIDS/HIV and other sex-related diseases and how best to prevent and deal with them. There will be a Sexually Transmitted Disease lecture every year for those in school; and a free lecture in the town hall for adults. Free condoms will be given out as well.

Make sure everyone knows that we are here to help and will do all in our power to improve the healthcare system. Make sure there are plenty of employees working in these facilities and have hygiene inspectors come round every week to check the state of the areas.

Foreign Relations

Gabon We would like to offer you a merge. We share so much history together, and after seeing my country flourish under my rule; I would love for the opportunity to do the same for your country. I can bring you to the forefront of the Timber and Mining world. I can improve your healthcare beyond repute, I can improve your police and education to rival even developing countries. Together we can grow to be titans in Africa.

Cameroon We would like to offer you a merge. I know how much you have tried to help your people and I believe you have done a splendid job, coming on in leaps and bounds in the last 10 years. Agriculture - Subsidise the agricultural sector in both Ghana and Nigeria. Ensure our funding does not create a reliance on the money but the sector can prosper and become virtually self reliant. - 200 million

Togo Farmers Union - Expand the TFU to both Ghana and Nigeria. Rename it the 'African Farmers Union'. Continue our policies, when members join their land becomes government owned but they run it. They gain grants, equipment, advice, support etc. - 200 million

Togo Coffee Company - Expand the TCC to Ghana and Nigeria. Again, rename it the AFU and continue such policies as before. But this time, invest more in the on site accommodation we supply and ensure we provide enough with good conditions. - 200 million

Togo Mining Company - Expand it to Ghana and Nigeria. Rename it the AMC. Begin to mine the large quantities of coal, bauxite, tantalite, gold, tin, iron ore, limestone, niobium, lead and zinc in Nigeria and the large amounts of gold, industrial diamonds, bauxite, manganese, silver, salt, limestone in Ghana. Ghana is one of the worlds top gold producers so a large focus should go on it. We shall update what equipment and tactics we use and attempt to make the results more effective. - 1 billion

Healthcare - Expand our previous healthcare operation to Ghana and Nigeria. In Nigeria our healthcare system is quite modern but a lot of our doctors immigrate to the links of the USA. We should put in place propaganda methods to encourage them to remain at their home country. Ghana is also heavily understaffed to encourage the profession. - 1.5 billion

Education - Expand the previous Education project to Nigeria and Ghana. Also expand our policy on education. Nigeria only suffers as education is not compulsory, but the foundations are there. Ghana is advanced in this department but just needs to be brought up to date. - 1 billion

Correct and expand the transport system of Togo. It is poorly constructed but has more than the basics. We have railway and highway links with several other countries but even they are quite poor. Construct 2 Tracks for high speed trains in between all cities and major ports. This should make the country more accessable for tourists and civilians etc. Construct highways with 5 lanes, generally. Two for each direct and one bus lane. These new transport links are to be modern and stable. - 1 billion ETA 1

Tourism - Expand the tourist industry in Togo, Ghana and Nigeria. Construct parks, attractions, hotels etc. Promote ourselves worldwide as a clean, strong, modern and welcoming nation. - 200 million

Fishing - Expand the Togo Fishing Company to Nigeria and Ghana. Rename it the Africa Fishing Company. Continue our policies, gain their land, give them grants and equipment etc. - 200 million

Oil - In both Nigeria and Ghana we have large amounts of oil. We shall invest in the area and attempt to update the equipment to more modern and effective counterparts. Scan the world markets for more effective methods etc. - 400 million


Foreign Relations - 100 million
Benin - Benin and ourselves share advanced cultural, historical, geographical and economic similarities. We offer you a merge in which we could support your growing economy and systems, we could invest in your future and offer you a better life.

France - We would like to enquire whether you would send us professionals to support our healthcare and education systems and economical advisor's to help our growing economy.

Burkina Faso - Attempt to strengthen relations. A territorial dispute with Mali was mediated by Ghana and Nigeria, you mediated a political dispute in Togo and we have generally supported you from Ghana. We thank you and wish to form a great relationship with you on top of the alliance.

Niger - Niger and ourselves share centuries of history. From both being parts of the Sub-Sahara trade route, to colonisation by France. We share several groups such as the ECOWAS trade block, the African Union, African Development Bank, UEMOA, CILSS, Council of Understanding, and the ALG. Bilaterally, we formed the Nigeria-Niger Joint Commission for Cooperation (NNJC). We host their link to the sea and share border links. Cameroon - We would like to offer you some help and support with the corruption levels in Cameroon. We would also like to help support your currently poor healthcare system by sending professionals and advisor's. Cameroon and ourselves share a close relation with France, and on that basis and the fact that we could support each other as African Nations we would like to offer you an alliance. We also beg you not to merge with President Olly. Cameroon is a country that has not yet had the chance it deserves. We have been working together via the 'Cameroon-Nigeria Mixed Commission' for years, we've worked out our border problems. We wish to help you, but cannot if you were to merge into President Olly.

Chad - We offer you our hand in friendship and a chance to unite with us. We can solve your crippling corruption. We can invest in your future by removing the corruption and the large scale poverty that plagues your nation. We could dramatically reduce the 80% poverty even in the first year. We would promise to invest in education, in health, in anti-corruption, in homes, in jobs and in ensuring that a large amount of the population do not depend on humanitarian aid. If you were to merge, the future would be brighter together. We would also pledge to end the civil war with direct invention. We resent President Lord.dan.win's statement regarding ourselves. We have shared close and strong relations for centuries, we have offered Chadian's work and homes. He claims President Olly could make Chad 'better and stronger' than we could. But as a direct point, under Olly's leadership, The Republic of The Congo's finances have taken a large fall due to Olly's implementations. Niger - Niger and Togo have shared a close past. We share similarities stemming since before I came to power. Togo has supported you hoping for a future stronger together. We offer you a merge in hope that you accept and be can unite Africa for the better, piece by piece. If you were to merge, we would invest in better systems such as education and healthcare. We would provide jobs and homes. We have already helped you in the past, we've even removed your burdening debt. We have been working together for years, we share past spanning centuries. We have joint operations, commisions such as the 'Nigeria-Niger Joint Commission for Cooperation (NNJC)'. To merge and form together would allow us both to prosper.

Kenya - Our status as a major petroleum producer has presented ourselves with the honour of entering diplomacy with you. We would like to engage in an alliance in which we offer each other mutual assistance.

Mali - You fear about border crossings by those who will harm your nation like terrorists yet you lack a trained army to deal with it. We would like to offer you a chance to have your armed forces trained alongside our own which have experience from several outside parties. You are also one place behind us in gold production in which we would like to help you advance that industry. We can offer advisor's and workers of our own to help. As a strong neighbouring nation, we would like to offer you an alliance for benefit of us both, especially you as we could help develop your nation and turn Mali around to stop being one of the poorest nations in the world.

The Commonwealth - As Nigeria is a former British colony and member of The Commonwealth we feel that we should get on advanced terms with the members. We share good relations with our former rulers, Britain and several of their former colonies. India, Pakistan and ourselves all share strong relations. In this we would like to take a more active role and request that The Commonwealth members would help advance our economy with advisor's and general help, especially concerning Education, Healthcare and human rights that we are strong followers of up-keeping.

Libya - We would like to develop our relations. We currently work alongside each other in the oil industry and share several organisations in which we share the same classifications and grouping. We would like to enhance our relations on the understanding of each others positions and the possibility of helping each others economies with sharing our experience and trade. We would like to increase bilateral agreements and develop a stronger bond with the possibility of an alliance in the future. Democratic Republic of Congo - Support the new government to be elected. Peoples Republic of China - We have shared close relations for many a year. We have our memorandum of understanding, regarding the supply of oil to your expanding nation. We would like to put enforce an alliance based on the terms of our production of oil to you. Within this we shall include our bilateral agreements. China has provided extensive economic, military and political support to Nigeria and supported our bid to be on the United Nations Security Council :)lol:). India - Nigeria is India's largest trading partner in Africa. We supply 20-25% of all India's domestic oil demand. Our bilateral oil trade valued at US$10 billion and the value of non-oil bilateral trade was estimated between USD 6-7.9 billion. This was nearly 10 years ago. On the basis of this, we would like to invite you into entering an alliance with ourselves. We have shared close relations since before we both gained independence from Britain. You supported our independence even before you achieved your own. Since the end of the military rule, you have been a strong partner. Domestic Affairs/Economy: $4.4 billion

1) Health-Care/Medicine: Another possible major issue, modernise our health-care, build more hospitals, hire more trained workers, ask people from UK, USA, China, Japan, South Africa etc to help us with this.
We will build more hospitals in the towns and make sure there is at least 1 hospital per town, at least 1 GP per village and a pharmacy in every Town, city or village. Make sure we have well trained staff and ask the other countries to train more of our people in medicine.
Ask for cheaper medicines and buy from places like Japan, if they accept, give them some gifts of jewellery. -$1 billion ETA 1

2) Farming: Due to the re-distribution of land in the year 2000 in this amazing country, we have absolutely no good farmers, terrible exports of farming stuffs, and a lot less exports of things like tobacco and coffee.
We’re going to modernise this sector. Subside other farmers/companies and ask them to merge into the newly formed “Zimbabwean Farming Inc”. If they join this, they will gain the benefits of being paid a yearly salary instead of the “you get what you sell” and also whatever research we do into farming, we will relay straight into these farms. You will be doing the country a favour by joining up to the company.
Expand all our farms. Take farms off the people who claimed them in the re-distribution of land and ask if the children of the old owners would like to buy these farms back off us as their parents may have been killed. If they are still alive, ask them if they’d like to buy it back cheaply but ask instead that we, the government, keep it, and let them work on it.
Zimbabwe’s farming industry can achieve great things if it is properly equipped and utilised. - $1 billion ETA 1

3) Railways:
The railway will be going through: South Africa, Zimbabwe, Zambia and Mozambique for the time being. It will go through South Africa first, then go to Zimbabwe where it will branch off, there will be six tracks going through South Africa to Zimbabwe, they will then split in half so three go to Zambia and three to Mozambique, later on, they will spread back out into the sixes so that there will be no traffic. We want this as soon as possible (making them back to six).

The six lines going from South Africa to Zimbabwe will be for:
4 tracks: Trade goods, exports from both countries, this will speed it up, make it more efficient and make us closer countries.
2 tracks: These will be for tourism, it will promote South Africans to visit Zimbabwe and vice versa. This will also make our bonds closer.
At the border, there will be a booth were guards from both countries will be, they will search the exports for any smuggled goods like drugs or people and once they give the go ahead, the train can leave again, we want this done relatively quickly. They will use heat detectors to find people that may be hiding and trying to get to one of the countries illegally. The tourists will also need their passports checked at the border if they go through.

After going through Zimbabwe, it will split like said before into the three’s. Two of these will be for trade and one for tourism, hopefully by the border it will be six again and the same procedures will be done there.
The track will be made so there will be a chance to split it off if other countries need the train going through.

As well as the Cape Town-Cairo road, this will make transport around our area of Africa a lot quicker and better.

Do this in the new countries too.

4) Update all of the countries we’ve just got into the Zimbabwean Empire up to the same standards as ours. This includes: Infrastructure, farming, hospitals, police and everything else major that we’ve done. - $1.1 billion

5) Tourism: Advertise the country around the world. Get ads on hit TV shows in Europe and the USA and Canada and such places. Show how much a good place Zimbabwe is and how good it is to visit, we have many attractions here and a great community.
Do a joint commercial with a big airline to show you can fly with them to Zimbabwe, show the country as being a very good place to visit and show things that you can only get in Zimbabwe which may make people come over.
Also, do a clean up on the streets hiring locals to clean it up and make the streets and country look nicer. Ask locals to treat the tourists with respect as well and advertise some of the good hotels in Zimbabwe. -$300m.

6) Football Teams: Try and encourage football (or soccer to Americans) back into the country. We will try and get our name known and see if we can enter the world cup sometime. Invite other countries teams over here and give them friendly matched to improve our skill. This will also get us known more.

7) HIV/AID's: Start making public speeches about people needing to use condoms when having sexual intercourse, AID's is damaging the empire and so we want to put an end to it. The lectures will all be for adults and they will be asked to come along and have the session on safe sex. Sex education will also be implies into the schools and they will also have the same kind of lectures, but also saying that teenage pregnancy is bad, and you should wait until around 18 where you will hopefully be more mature and will be able to make up your mind on whether to keep the baby or not.
Ask other countries to help us with this, if we can put a stop to HIV/AID's then we may be able to save thousands and thousands of lives. Try and encourage women to take other jobs and not go down the road of prostitution, make prostitution illegal in Zambia as well and try and use the police to stop it. It is already illegal in most places and we do it for the safety of the women and men.

8) Malaria: Advertise mosquito nets and make them be on sale in every single village, also advertise the insect repellent sprays to all people of the Zimbabwean Empire. We will try and decrease the prices of them for all our citizens but it is hard times at the moment and we will endeavour to get them to you hopefully next year. Ask British charities to donate money to buying mosquito nets to save the people, also ask people in USA and any other big charity donators.

Research $600 million
Set up gene modification centres to try and find more ways of editing genes to get more crops. We will make a top security complex with 24 hour surveillance, human guards, security gate, one entrance, Snipers, Anti-Aircraft guns, barb wires etc. They will be editing the genes of crops to get them to give more crop yield. Ask other countries who do this, i.e. USA, Britain, if they will assist us in this and share their research. Maybe one day we can get it so that we can harvest every month, but that will be later. - $600 million ETA 1



Foreign Relations/Diplomacy


Namibia: Improve relations with Namibia more. If they want, they can have the train going through their country but they will need to pay to have it built. It will help with our mining project as well as getting goods delivered quickly.

Mozambique: Keep meeting their leader, increase relations with them, ask for an economic alliance and if, when our plane is done, they’d be interested in buying some to renew their airforce.

Tanzania: Improve relations further, meet the leader more, propose the train idea, show them how well Zimbabwe has developed over the years and give the leader a tour around the country and in hospitals and in schools to show them how well we’ve come in 4 short years.

South Africa: We’re glad that we can start having better relations now that Impala have released the pressure and would like to ask with help in our economy. We have progress well but we lack investment and funds to continue the progress and already have a lot of things going on. As a growing country, we think we could both benefit each other by doing joint ventures in some things which would lead to us becoming richer countries meaning we can help our people better. We ask South Africa if they can help us in our cities to get them better for trading and for more people to come to them, we also ask them for advice on our manufacturing sector on what to do, we have seen that they do subsidises every now and then and it helps but we want to know more of their tips that we could use to further our manufacturing industry which may lead to us being able to do the same for you and if you liked, we could help with a different sector.

Britain: The research comes out next year so we ask that we do a joint advertisement campaign to major farming countries and MEDC’s like: Tanzania, USA, Japan, France, Netherlands, Germany, Canada, Australia, Italy, Belgium, Spain and many more. We’ve listed ten of the top exporters of agriculture but we also know this research could go on sale in countries where they don’t export a lot so that they can get more crops to feed their people in Africa.

Malawi: Ask for them to merge into us, we offer them extremely good sectors and public services and will hopefully have a free healthcare soon enough. Merge into us and enjoy the advantages.


Military stuffs :3 - $1 billion

When we buy the plans, we'd like access to new and more modern stealth technology from the company. Ask that we can use it to modernise the plane and make it better as Zimbabwe doesn't have access to stealth equipment.
We'd also like it if the company would help us do tests by letting us use some of the pilots they use, stuff like how good the stealth function is, how accuurate the missiles are, how good it manoeuvres, the speed of the plane and things like that.

Economy/Domestic affairs:-
Set up a 10% Tariff on all imports from Serbia in response to them rejecting all of our products.

Set up slightly more government organisation of the economy to deal with any damage that our lack of trade with Serbia creates, many things that were exported to Serbia could instead be exported to another country of the UBR that is a net exporter of that product. Basically, we want more internal trade to largely reduce any damage that Serbia may have caused.

Finish improving the health care in Macedonia - $400,000,000

Expand this health care project to across all of the UBR - $1,000,000,000

Improve education across all of the UBR - $500,000,000

Expand the national agriculture union across all of the UBR, in return for there (mandatory) membership, they will recieve $500,000,000 worth of new farming equipment. (Make sure that the focus is on getting most of this to Albania as they actually have a lot of agriculture there.

Set up more Hydroponic farming sites in Kosovo. This should bring lots of new jobs there.

Kosovo has Europe's second highest coal reserves and (I believe) the 5th highest in the world. However due to outdated mining equipment they still have to import some, spend $500,000,000 improving Kosovo's mining facilities so that it can mine coal at a good rate and produce more energy.

Support the Podgorica Aluminium Plant with a grant of $100,000,000 so it can continue running and possibly make improvements to improve effeciency.

Domestic Affairs/Economy 5.5 billion dollars

Access to clean water and electricity is a basic human right. Aim to have every household in the United American States connected to a clean supply of water by means of water pipes and wells in rural villages. Electricity will also be connected to every household in the country.

- The modernization and expansion of the current government controlled rail network, to expand the network into all major Nicaraguan towns and ports and provide the latest rolling stock to increase efficiency. Start a programme to repair and replant the Honduran forest, the timber industry has declined the countries natural forest in the country. Use transport planes and helicopters with the reserve force to plant trees to make the nations timber industry self-sufficient and provide environmental diversity to promote eco-tourism - 500 million dollars

Foreign Relations
United Nations - Thank them for the assistance in dealing with the crisis in the Democratic Republic of the Congo. Start an investigation into the shooting incident.

Guatemala- Offer them a chance to merge into Costa Rica. Around 50% of their population lives under the poverty line and according to the world bank the country remains one of the poorest countries in the Western Hemisphere. Costa Rica can provide vast improvements to the countries economy and infrastructure, much like we are currently doing in Nicaragua and Honduras

Venezuela - Offer them assistance with dealing with the corruption in their government and armed forces.

Mexico - Send the leader of Mexico gifts reminding him of the close cultural and historical links our nations have shared in the past. Offer assistance in dealing with the corruption in their military and personal in fighting the drug lords in Mexico.

Panama - All of our countries have suffered from the disintegration of the United States. Costa Rica can provide variety to the Panama economy and make them less dependent on world trade and the Canal. Offer them a chance to merge into the United American States

Colombia - Offer them assistance in fighting the terrible drug war that the country has been fighting for several decades. In exchange propose the Colombian special forces train the UAS Military on the latest jungle warfare and anti-drug lord tactics

El Salvador - Send diplomats to promote the idea of Central American unity and integration.

Research - 800 million dollars
Start investing in the research of hydrogen powered automobiles. Set-up Costa Rica has the centre for the advancement of hydrogen fuel cells for use in Automobilles - 500 million dollars. Provide an extra boost of 300 million dollars to hire extra international experts and purchase modern equipment to get the project done in one year xD (ETA 2 years)

There is some instances of armed rebellion as well, seemingly armed with Lithuanian weapons. This has annoyed the current Belarus government and they have sworn to look into this issue.

In Costa Rica, an attempt was made on President Boxxy's life. First, the air in President Boxxy's facility was discovered to have traces of natural gas, leading his bodyguards to search the house and find a canister of natural gas hidden behind the fridge in the kitchen. They quickly evacuated the house, bringing President Boxxy to a car to leave. While they left the gate of the facility, they were ambushed by a group of men using RPG's, grenades, and TAR-21's. Boxxy's bodyguards outnumbered the assailants but were caught off-guard. They managed to throw Boxxy out of the car before it was hit by an RPG shot. President Boxxy's remaining guards set up a protective perimeter around Boxxy until back-up could arrive. However, a sniper shot from some distance away and hit President Boxxy in the stomach. President Boxxy lived through the bullet thanks to his bullet-proof vest, but remains in critical condition in the ICU of the local hospital. A note left by the assailants before they dashed away into the surrounding area read, "You are not invulnerable President Qwerty, Signed President Olly."

In the Union of Balkan Republics, an attempt was also made on President Gargareth's life. While performing a routine examination of the raw food used in Gargareth's meals, lab reports came back showing the existence of the Ebola virus. Further examination led to the discovery of traces of the Hantavirus. The public of the Union of Balkan Republics was shocked and outraged by whomever was the cause of this. A note was found in the case that delivered the toxic food saying, "You are not invulnerable President Garg, Signed President Qwerty.""

In the Baltic Union, President Dysinct was assassinated. On Tuesday of last week, President Dysinct was checked into a hospital for showing signs of the Ebola virus. He barely survived this encounter and was significantly weakened by the disease. The day before doctor's predicted his treatment of Ebola to be completed, a new sign of symptoms came in, seemingly from the Hantavirus. Since Dysinct's immune system was weakened significantly from Ebola, the Hantavirus managed to kill him. The Baltic Union mourns the loss of their President and the official autopsy proves that both diseases were present when Dysinct died. Further investigation led to the discovery of a note in the stores of President Dysinct's home stating, "You are not invulnerable President Dysinct, Signed President Gargareth."

In the Republic of the Congo, an attempt was made on President Olly's life. Two bombs were discovered in in Presidential Suite and the President's podium for public speeches. These were found after the Presidential car exploded on its way to pick up the President. Further investigation by Olly's security team led to the discovery of a small listening device planted in Olly's bedroom that exploded once it was discovered. The explosion harmed no one, but now the possibility to trace the attempt is gone, however, a note was found in the kitchen of the Presidential Suite saying, "You are not invulnerable President Olly, Signed Dysinct."

Also the thing in belarus was clearly hotaka but that doesn't really matter anymore.
