2 attack helicopters
a few transport aircraft

Domestic Affairs/Economy
750,000,000 to finish Cotonou Infrastructure Increase Program
250,000,000 to get more teachers (create incentives to find them internationally, this will let me get 250 teachers at 100,000$ a year salary (huge))
100,000,000 to get a national internet set up (another turn is needed to finish)
For the CIIP, spend an extra 500,000,000 on building more apartments/houses. These will be offered for sale immediately. A maximum of 50% of the remaining apartments after 1 month with be sold cheaply/freely to homeless/poor people. Those who are in free will have a 1 month warning before eviction, and those who are in subsidized will have 6 months. (this is if an owner buys it)
There will be stringent regulations on living requirements. You may not commit a crime while living, or instant (5 day) eviction ensues. If there are more than 3 complaints against you, an instant eviction ensues as well.
250,000,000 to paving roads some more
250,000,000 to finishing the sewage/water stuff
500,000,000 invested into having more businesses move into Togo
200,000,000 to remove any kind of useless government spending/illegal activities. This should be done through phone-lines, and investigations.
200,000,000 to reduce crime rate, and train police officers better
TOTAL: 3 billion

Foreign Relations
Offer the US cheaper prices for cotton, crude oil, palm products, cocoa in return for F-35's at 90% cost and anything else at 100% cost
Invest 500,000,000 into the COC (Cambodian Oil Company)
Invade Togo
The main plan will be to rush towards Lome.
oade9x.png

Togo has a good sized army, but not great weapons, and no armored vehicles, and no anti-armor technology. For this reason, I will be making full use of my APC's and Leclercs. As long as my troops are protected by armor, I should suffer a very low number of losses. I will attempt to keep their troops back a long distance, using 50 cal machine guns, as well as grenade launchers.
The one largest danger I face is Aircraft. For this reason, my AntiAircraft HMWWV's will be ready to shoot any planes. I want to minimize civilian casualties, so my troops will be instructed to not shoot unarmed people.
9sareh.png

I forgot to add to the image: if you can guess, the long liens and boxes are armies, the smaller ones platoons/patrols.
Once I arrive in Lome, the main objective will be to take control of the President's house, and corner him.

Troops sent:
10 armored armies (10000 troops and 375 (or 975) M113's)
1 SpecOps army (1000)
5 heavy arms (1000)
1 heavy weapons (1000)
5 Light infantry (5000)
All in all, 18000 troops sent
as well as 500-1000 medics

To clear some things up:
Their political situation is dangerous and unstable. Their political situation is tumultuous, and being under a stronger government, at least temporarily/partially would do the country a great amount of good. Also, they will profit a large amount from teh economic gain I can bring Togo.
Also, the map is misleading, I will not be crossing the lake.
All vehicles/weapons related to the aforementioned troops will be sent.

Military
Buy another 4000 assorted HMWWVs (400,000,000)
- 100 Ambulance HMWWVs H1M

- 3000 armored HMWWVs (with turrets) H5AT
- 100 Avenger H8Av
- 150 troop carrier H9Tc
- 500 Armored Munitions carriers H10AMC

Buy 600 M113's With Protectors (600,000,000)
1 Billion
retrofit existing unarmored/unterreted HMWWVs with turrets - 5 million

Summary
Spent way too much on troops
Invaded Togo
Asked for weapons from US
4.5 billion of 4.9 billion spent
The census will just increase Gov't expenditures slightly (like 50-100 million), as things that I have no control over are spent better.

Gargareth – Bolivia - Turn 3
Population - 9,863,000
Budget - 9.7 billion

Military Numbers:-
Military personnel - 49,315
Standard Gun - Being Phased in.
54 SK-105 Kurassiers
24 EE-9 APCs
950 M113
24 EE-11 APCs
10 CGC APCs
200 122_mm_howitzer
1000 T-90
500 2S7 Pion
75 S-300 Missile systems + Some additional missiles

Domestic Affairs + Economy:-
Make a lot of the "hardest" drugs completely illegal, (aim to remove the less popular "harder" drugs so we don't get mass black markets but this isn't that important)

Expand the border control, attempt to make smuggling drugs out of the country harder. Have 5,000 Troops trained become border guards, to try and stop people sneaking across the border illegally.

People found to be smuggling drugs across the border to be given very long prison sentences.

Government run programs to help people quit drugs.
$150,000,000

Expand electrical coverage by building vast amounts of electricity pylons (contected to a national grid -of sorts, unsure what Bolivia has) attempt to get vast amounts of households using electricity. The new households getting electricity should have greatly reduced electricity taxes to begin with and this figure should slowly increase to the normal rate over a period of a year.
$850,000,000

Being the Phasing out of the Russians from our government positions.
As our officials become more experienced they should be able to start to take care of the country more themselves and less with Russian help.
Quite a large amount of Russian officials not currently in an active teaching position will be asked to let us take over what they were doing. This should be done politely as to not piss the Russians off.
Russians are not allowed to have any info on Project X.

The better quality agricultural equipment should be given out again (after this one I would assume most farms have it) again in order of importance.
$500,000,000

Less important farms to be told.
"Regretfully we do/did not have the money to be able to give every farm free new equipment at once so we had to draw the line somewhere, you are the unlucky ones who are yet to receive it and for that we greatly apologise, however you should all be receiving new equipment within the next 1 or 2 years."

Corruption investigations to be continued but less frequently.

Computerization program:-
A lot of slightly outdated computers should be purchased and given to businesses, we should attempt to have all medium to large businesses computer run for better organisation.
$700,000,000 Funding for this.

Foreign Affairs:
Give up claim to Atacama, ask Paraguay, Peru and Chile if they would like to make a 4 country alliance between us again.

Suggest a Pilot training deal with the Russians, we give the $200,000,000 and in return the train our pilots to good standards.

Accept Heavenfox's deal.
Research and development
Continue Project X

$2,000,000,000 Funding this turn.

Military:-
Purchase 104 MiG-29 for $3,000,000,000
Purchase 36 Tu-95MSs for $1,800,000,000
Summary:-
Brought some planes
Continued Project X
Electricity to the masses
border control improved
Agricultural equipment purchased
Computerization of Businesses.

http://en.wikipedia.org/wiki/Portuguese_Air_Force
http://en.wikipedia.org/wiki/Portuguese_Navy

Domestic affairs:

Ask the UN's permission and build about 5 nuclear reactors-5 billion. They can have some of their representatives look after our work.

Create lot of employment jobs in the fishing and mining sectors-1 billion.

Increase salaries of teachers at universities and schools by 1.5%.

The unemployed can work in the fishing sector if they wish.I'd also like a few hands at building stuff.

Create a Huge,20 floor Motel,with about 16 buildings and swimming pool and stuff.Call it.....Hotel Royal Portugal.-5 billion

I want extensive mining of Uranium,Tungsten,Tin and Oil.The Uranium can be used for weaponry and armor.Tungsten can be used as an alternative to Gold for Jewelry.I want High quality Jewelry which we can export to the african countries and Spain for some valuable resources like bauxite and maybe if they have titanium reserves then good for us.Oil can be used for petroleum, paints and the usual stuff, but I'd lik to keep 1`/10th of it reserved for emergency.-2.5 billion

Foreign relations

I'd like to have a deal with the US to buy 4 Nimtz class aircraft carriers for 18 billion.(4.5 each)
Also can I buy the following from them:

1000 HMMWV for 140,000,000
100 M1A2 Abrams for 621,000,000

1000 Strykers for 1 billion
2 Virginia class submarines for 5.6 billion
3 Alreigh Burke class destroyers for 5.4 billion
10 A-10 Thunderbolt 2 for 110 million

Hope you help us.We are trusted allies, now are we not?

Total cost of this:32.6 billion

To Morocco,Algeria and Mauritiana :We would be glad to help you out by sending health officials, investors, teachers and how about trade? We'd trade jewelry for phosphate products.

To Spain:Let us have an alliance and stuff,ok?

I'd also offer pertoleum procucts as trade for countries of the east.

Summary:
Build nuclear reacto
Build a motel
Create jobs for unemployed in the fishing nd mining sector.
Increase salaries of teachers.
Extensive mining of Uranium,Tungsten,Tin and oil and more of their products.
Ask USA for military equipment.
Ask Spain,Morocco,Algeria and Mauritiana for trade and alliance.

Turn three end:

We'll say its 2018, okay? Cos I don't know what year couch left off at =/

Hilary Clinton is elected president of the US; the house and senate are mostly liberal after the conservatives lost a lot of favor with the joke of the Palin administration. She appoints an upstart politician named Xinryr as the secretary of state.

China is becoming belligerent and pressuring a now chaotic Russia into reverting to communism. After the sudden death of their PM Russia has been in a confused state. The US has taken no action yet, though some are pushing towards sending aid to Russia to convince China not to outright attack them. Clinton has thus far insisted that the country deal with its own internal issues first.

Nepal and Bhutan have merged with the Chinese empire.

Meanwhile, in what was thought to be a backdoor deal that Glenn Beck took the liberty of sharing with the entire world, the US has allowed Japan to begin building a military once again in case of a Chinese threat. China has threatened Japan in the past few months and cut off economic ties with them.

With two visits by Clinton herself, the US has decided to leave the middle east for a while. Borders are tightly patrolled and stuff; the threat of the US being attacked by terrorists again is highly unlikely.

Venezuela, after sitting back quietly with its Cuban naval base behind it, has invaded Guyana.

JAPAN AND US HAVE A FORMAL ALLIANCE

Boxxy: (Cambodia; Senegal)

Corruption stuff helps a little, but threats and the fact that its hard for the average citizen to know who is being corrupt or not makes the hotline not work a lot.

Road construction begun, ETA 4 turns (2 without Senegal)

AL founded

CAD founded; dealers are already fairly violent but this helps a bit in the first turn.

Ports ETA 2 turns in Cambodia, 3 in Senegal

Both airports will be amazing; ETA 1 turn

Gambia and Guiana-Bissau agree, the others aren't quite sure and don't feel as threatened by proximity as the other two do.

Togo agrees.

You'll have to ask Zard to stop it; most African countries bordering Togo say they will help fight back if you help.

Plane needs a name; ETA 2 turns

No idea what any of those gun terms mean; ETA 2 turns

Japan offers you a billion for each of the things you are inventing; China says to give it to them for free or they will cut off all diplomatic ties with Cambodia. (R)

Laos taken over; it doesn't get much international news coverage because the Togo stuff is on all the time.

Population: 28,576,597
Expendetures: $13.4 billion
+Gambia: 1,778,081; $1 billion (which is generous rounding, btw :p)

Infrastructure thing done; explain to me what it is or it will have no effect

More teachers hired, education rates go up slightly but not all people have access to/are economically inclined to go to school

Internet done (benin is a small country after all)

More apartments built, some profit gained from the project. People living in them try to avoid crime; some people complain that some of their complaints are baseless or stupid and they are afraid of losing their homes just because people don't like them.

More roads paved; ETA 3 turns if you continue at that funding per turn

Togo people protest what you work on and burn down everything you try to build.

Not sure how you plan to fix things with telephone lines =/ No one is sure what you mean to cut down on. Explain (R)

Crime rate goes down quite a bit.

US agrees to economic stuff

Oil company invested in; because you are giving the US cheaper prices for oil this company isn't making a huge profit anymore, though.

Togo is angry that you didn't try to help them diplomatically first.

Togo is not having many political problems right now. They are quite mad at you and have half of Africa ready to back them up if you refuse to leave and pay them reparations of $1 billion. That map sorta confuses me :S Do you want to back out? (R)

All stuff you said to buy bought.

Expenditures: $5.4 billion

Population: 10,085,053

----------------

Um, okay? Nothing happens.

Drug trafficking is cut down moderately.

Programs help some people, most of them do not admit that they have a problem or are not willing to give it up.

Whole country will be powered ETA 5 turns

Half the world is paying for project x, they know. Russia is in serious decline, most of the officials have had to go back anyway.

Most farms are now well equipped; agriculture begins to improve.

Less important farmers cry.

Computer project started, businesses that couldn't afford modern computers are grateful. Expenditures increased slightly because of improved organization.

Piracy cut down more; ETA 1 turn.

Stuff purchased.
Population: 9,143,000
Expenditures: 7.1 billion.

---------------------

abhijeethm-Portugal

The UN agrees, US inspectors are sent to watch over the project. Some protestors argue that the US covers a lot of European nuclear defense at the moment and that the money could be spent on fixing the economy.

Unemployment cut down.

Education goes up highly because more intelligent people seek teaching careers.

Hotel built. There are a few student protests because you spent more building the hotel than on anything they see as constructive.

Expenditures rise and the jewelry becomes popular in the UK as well.

US says yes to all of the buying and that they aren't sure how they feel about you o_O

African countries agree, but you have several protestors who want you to help the internal economy before spending things on foreign countries. What will you do? (R)

Spain says yes.

How far east? (R)

Your economy is pretty bad because of inactive leadership over the last few years. It's a good thing you have savings, as most of your expenditures are going down.

Zimbabwe says yes.

Military stuff bought.

Population: 12,945,000
Expenditures: $7.6 billion

------------------------

Hopefully I didn't miss anyone. If you need clarification/want to argue post it soon. On the next turns write final if its done; you can change after you do so but you need to tell me what you changed.

On a sidenote, if you set up any leader protection or anything else privately with couch you need to send it to me or it will have no effect; if you tell me after they could have helped it will be too late.

edit: Qwerty took over Laos.

Was from previous turn,

More teachers hired, education rates go up slightly but not all people have access to/are economically inclined to go to school

Internet done (benin is a small country after all)

More apartments built, some profit gained from the project. People living in them try to avoid crime; some people complain that some of their complaints are baseless or stupid and they are afraid of losing their homes just because people don't like them.
I forgot to mention that all complaints will be investigated

More roads paved; ETA 3 turns if you continue at that funding per turn

Togo people protest what you work on and burn down everything you try to build.

Not sure how you plan to fix things with telephone lines =/ No one is sure what you mean to cut down on. Explain (R)
Like a hot-line for calling ;) bad explanation

Ohhh, okay. Similarly to what happened to qwerty, corrupt officials scare people out of calling and there are few who would know to call in the first place because corrupt officials don't usually rip people off in broad daylight (well, unless you're in the US, but here it's cos they are working for god or something >.>)

No

Most African countries in the area object to this, but will not react unless Qwerty lead the counterattack. Togo remains angry and fights back valiantly. Civilians are organizing themselves to defend their country in what seems to be the definite case of you getting past the bulk of their military. It is world news already; some people are calling to aid Togo while others remain indifferent.

People buy less of your water because of the price increase; they buy cheaper water instead.

What other water? The only fresh water around is from Ethiopia's rivers, and they happen to have very poor water transportation systems and the like. My water would be the highest quality and the easiest to get?

Oh, I did not know these things o_O Alright, your expenditures will go up some but people will protest the rising prices.

Also: US funds X projects; ETA becomes one turn.
