Creating Nuclear power means that we can export more energy throughout South America and make more profits.

Increase natural gas, oil and mineral extraction throughout the federation, gold and silver should be given to our jewellery businesses and exported in bulk to rich countries; targeted market would be Europe and USA. Exports in all of these should increase largely due to surplus of electricity due to nuclear power, meaning that we can afford to export more natural resources.

The education system and the health care system should be improved, new hospitals and schools should be built wish new equipment (for both health care and education) from the US. US will be asked to train our teachers and doctors in return for what was discussed.

-Being a free federation we would not remove any of the culture and their current government would still be more or less in charge.
-We can provide better equipment in almost all areas.
-We can give the unemployed jobs, and the homeless homes.
Then state that as far as we can see there are only positive effects that would come from them joining.
Officials should be bribed with the prospect that should they support us and the merge happens we will promote them.
