well I think someone who knows how to backtime gets a 7/10 and out of 10 things to know about Speeds he has to know at least 7 to be able to perform a backtime. rest is about experience and creativity and timing skills.
that's why my ratings are usually above 7

Really? Backtiming is extremely basic, if someone can't backtime they shouldn't be worth 2/10, let alone 7/10...

Also "Timing skills" I doubt you'd find much of a difference between the last 70-98% of the speed comunity but a very consistent difference between the last 2%.
