Public Finance Modernization Project:
The objective of the Public Finance Modernization Project for Yemen is to improve the efficiency and transparency of the management of public finances by strengthening decision-support systems and building capacity of the government's central finance institutions. There are five components to the project. The first component of the project is enhancing decision-making mechanisms of budget management. This component would support the Ministry of Finance in improving its budget management practices. This will be achieved by improving the quality of budget preparation and providing effective control mechanisms in the budget execution systems. For improving the quality of budget preparation, this component will support capacity building in macro-fiscal forecasting and analysis, linking the national development plan with annual budgets, and bringing extra-budgetary funds into the main budget. The second component of the project is improving financial management information systems. The fourth component of the project is strengthening the institutional capacity. This component would contribute to strengthening the capacity of the COCA, which is the country's supreme audit institution, by: (1) improving Central Organization for Controls and Audit's (COCA's) skills and knowledge of AFMIS; (2) strengthening COCA's audit manual and methodology, to take account of the introduction of AFMIS and other reforms of Public Finance Management (PFM); and, (3) developing and monitoring the implementation of COCA's medium- and long-term strategic plan. The fifth and the final component of the project is project management. This component will provide for goods, training, consultant's services, and incremental operating costs of the project management unit (PMU) to support project coordination, implementation, monitoring and evaluation, and management.

Expand our healthcare system, and make it universal, so everyone can get medical treatment if they need it. Ask the WHO and Red Cross to help get modern equipment and set up blood banks. Modernize and create an ambulance fleet that can operate efficiently. Computerize records (keep backups of records in safe places like online storage sites, safes and secure bank boxes incase something terrible happens with the computers). $1 billion

Create tidal power stations along the Somali coast, and build solar farms. Encourage buisinesses and factories to put solar panels on their roofs to help power their buildings. $650 million

If needed, build more desalination plants in Somalia to increase the amount of freshwater for consumption and agriculture. $600 million

Start construction of the Bridge of the Horns $600 million

Encourage citizens to show a greater tolerance for other religions, such as Catholicism, Christianity and Judaism. United Nations Response.

The United Nations has finished an investigation into these recent terrorist actions and after groundbreaking evidence given to us by an informant the United Nations has decided that the best course action would to be for evidence to be seized and an investigation run by the government of the European Union and Paraguay.

United Nations officials are already in the country and are in the process of actually gaining and investigating this information. The United Nations also requests the release of all political prisoners, especially the aides of the former finance minister and allegations of torture and false charges. We also request everyone present at the trial of the finance minister and other government officials that were on trial.

The government of PNG is absolutely outraged at these completely audacious and insulting courses of action taken by the UN!

Suggesting that Paraguay run this investigation is absolute nonsense. As one of the involved parties, they have absolutely no claim to be neutral during the course of this investigation. Anyone with a bit of common sense would have realised that.

The entire basis for this situation is word of mouth evidence given by some fanatical arsonists. And then "groundbreaking evidence" given by an unknown informant to Paraguay authories of all places! Information that the UN hasn't told us a single bit of.

As a matter of fact, the government and ruling body of Papua New Guinea first heard of the actions being taken by the UN on WORLD NEWS. This is a clear hint that the UN doesn't even recognize us as a independent and sovereign country which is one of the gravest insults to us ever. We demand a full and formal apology for this. That isn't all however, as if that wasn't enough, you decide to send your own investigators without asking for ANY permission or even co-operation from us. Moreso, they are conducting an investigation that involves government data without any kind of authorisation or permission.

The demand to release the "political prisons" has absolutely no legal or legislative right to support the UN in this. These people were found conspiring and commiting acts of treason against the country, not expressing different political views and yet you demand we hand them over without giving any legal ground to demand that upon. Requesting the release of our prisoners is making a mockery of our court system.

We will send our law enforcers to apprehend the investigators and give them exactly 1 chance to turn around be forcibly escorted to the airport and put on a plane, if they refuse or give any argument at all, detain them and take them to the detention center. We have not admitted any UN personnel to enter our country so they are nothing more but illegally entered persons conducting a private investigation into the affairs of our government.

These recent events have clearly shown that the leading members of UN think themselves completely above any and all laws and assume to have the right to do completely as they please and not consider other nations interests at all.

I want to criticise the actions of UN on the international press. Highlight how they have all breached so many forms of conduct in rushing through with this investigation, criticise their complete lack of progress(or is it action?) involving the China-Thailand military conflict that is escalating at a fast pace, them completely ignoring the foiled infiltration attempt of a Chinese top security military base and continued ignoral of the Russian-Japanese relations.

We ask that whoever in the UN ordered such a undiplomatic response to this incident explain themselves at once and why they feel they felt it was necessary to begin unauthorized investigations in a foreign country, with the only lead being admission through Paraguayan interrogation, the UN did not even appear to do their own questioning. Essentially this whole investigation is based on unreliable secondary sources. Not only has this caused problems for Papua New guineas reputation but I imagine has also done damage to the whole worlds faith in the way the UN is being run.

Under Chapter Six of the Charter, "Pacific Settlement of Disputes", the Security Council "may investigate any dispute, or any situation which might lead to international friction or give rise to a dispute"

Under Chapter Seven, the Council has broader power to decide what measures are to be taken in situations involving "threats to the peace, breaches of the peace, or acts of aggression". In such situations, the Council is not limited to recommendations but may take action, including the use of armed force "to maintain or restore international peace and security".

The UN's role in international collective security is defined by the UN Charter, which gives the Security Council the power to:
Investigate any situation threatening international peace;
Recommend procedures for peaceful resolution of a dispute;
Call upon other member nations to completely or partially interrupt economic relations as well as sea, air, postal, and radio communications, or to sever diplomatic relations;
Enforce its decisions militarily, or by any means necessary;

Since Fox had already given access to the UN to investigate, the UN granted the EU and I access to the same files they were given access too. Failure to comply could result in UN military intervention and/or economic sanctions.

Okay to combat this I'm going to try and extract this lithium, but without disturbing the salt crust. I will do this by firstly drilling underneath the rock, and not the salt near the salt crust. I will then let the brine drain out and collect it to extract the lithium - once the lithium has been extracted I will begin to fill the underside of the crust with the lithium-less brine, and put more salt water in to replace the lost mass. This should be done quickly, and should be done out of the way of the tourist areas. I would also like to make sure this is not done near a flamingo mating period as it would disrupt their mating patterns. A problem in Bolivia has been the use of energy and multiple presidents have resigned over this. We use far too much oil and gas to provide energy. Therefore I would like to move over to a cleaner way of providing energy. I want to build a large hydroelectric plant on the Madeira River. Make the plant very similar to the largest one currently in Paraguay, and use all energy from this plant for the country's needs, and we shall export our natural gas, use as much oil as we need and then export the rest. - $500m. These will be the main components of the large area:
- An Airport with a long runway, hangars for commercial and private planes to be hired out. Large international airport, bigger than other airports in Bolivia and Paraguay and should perhaps be the focal point of the Area.
- 2 large Hotels (1 5 star, another 3 star), a row of houses that can be rented out and Staff accommodation.
- A large shopping mall that has everything a mall should have; shops, restaurants, cafes etc etc..
- A bus station and car hiring facility.
- A tour guide, information booths, travel agents and places where you can hire sherpas, guides and locals from.
It is called the: Central Paraguay/Bolivia complex. It should be located near Santa Cruz so it's close to the border but also close to a major city.

They've already completed their investigation, so someone must have let them in? Don't take it up with me... I've been strung along and trying to keep up. There are things you don't know about, but there is a reason for that. You will most likely be enlightened after the ctw as everyone usually is.

I will basically say this and let you come up with your own conclusions... There were allegations of Fox using massive amounts of money to pay terrorists to burn down my trees and steal from the chinese. The finance minister deals with money usually. The finance minister and his employees have all been killed.

Well as they were not given permission clearly the investigation was unauthorized and undermines the integrity and independence of Papua New guinea.
